C3 Development’s story begins in 2002 when Mark Heavey pioneered the first commercial condominium project in Silicon Valley with Venture Corporation. At a time when the market faced a staggering 94 million square feet of vacancy after the dot-com bust and September 11th, Mark and his team saw an opportunity where others saw a downturn. Venture’s innovative development strategy led to the successful sellout of 20 commercial condominium units, ranging from 2,000 to 5,000 square feet and sparked a movement in the Bay Area.
With investment capital from New York, Venture expanded its projects across the West Coast, completing over 1,000 commercial condominiums, including four key developments in San Diego with the assistance of Phil Linton. This success led to the reunion of Mark and Phil after the Great Financial Crisis to create C3 Development.
C3’s focus has shifted to transforming existing leased properties into vibrant commercial condominiums, minimizing costs and risks by avoiding new entitlements or environmental impacts. Since acquiring its first project in 2019, C3 has completed three additional projects and is rapidly selling units in four more. We’re continuing to acquire properties at substantial discounts to replacement costs, solidifying our reputation as leaders in the commercial condominium market.
We focus on high quality light industrial multi-tenant business parks in the western USA and are currently planning expansion to additional markets.

Mark Heavey has been involved in real estate development since 1979. From starting a home building company with a college classmate, to senior management positions with large contracting and development firms, he has been involved in all aspects of the business. As the Chief Operating Officer of Venture Corporation, Senior Vice President at Vertical Ventures LLC, and managing member of C3 Development, Mark has led the development of 40 commercial condominium development and conversion projects across the western United States, consisting of over 1,250 individual condominium units and a total value of over $900 million.
Phil Linton is one of the most experienced real estate professionals in the United States in the development, conversion, and sale of commercial condominiums. As a real estate attorney, developer, and broker, he has had a leading role in buying, entitling, financing, developing, converting, marketing, and/or selling over 30 commercial condominium projects. Phil has closed the sales of hundreds of individual commercial condominium units and conducted many hundreds of tours and meetings with prospective buyers, gaining invaluable insight into the real estate needs of small businesses.
Erik Jackson has 24 years of co-ownership of 2 construction companies with over $5 million in combined revenue. He served as a principal in Seattle multifamily land assemblage partnerships. Erik finished his Accounting and Finance degree at the University of Washington in 1989 and spent his early career working in finance in New York, Los Angeles, and Seattle. He is a University of Washington Real Estate and Development Certificate graduate in 2015-2016, where he won “Best Investment.” With 30 years of experience as a real estate investor, Erik also served as a debt guarantor for a number of multifamily assets, primarily in Texas. Erik is currently a general partner in 780 multifamily units and is a passive investor in 1,240 multifamily units.
John Schuyler is a real estate professional with experience in commercial development and asset management of Office, Flex, Medical, and Mixed-Use projects since 1997. While at Venture Corporation, Mr. Schuyler served as Vice President of Finance, and was responsible for ensuring the financial performance of over 35 office/flex condominium developments throughout the Western United States. He was involved in all financial aspects of the firm’s development portfolio. John currently develops and manages assets for high-net-worth individuals as well as providing consulting services to other real estate firms. He is responsible for all financial functions and accounting management for the C3 Development Group.
Alex Linton has 5 years of experience as the Project Manager and Director of Acquisitions for two different private equity backed investment groups. During his time in NYC, Alex managed the acquisition and renovation of 14 residential and mixed use buildings, comprising over 400+ residential units across New York City and Brooklyn, NY. Alex holds a Masters of Real Estate Development from NYU and a Bachelor's of Economics from Hamilton College. He is married with 2 girls and enjoys running ultra-marathons and spending time with his family and his dog on the beach in San Diego. Alex also founded Open Sky Holdings in 2016, with the mission to bring private capital and institutional expertise to the single-family rental (SFR) and raw land development industry.
